The Rating Impact Tool is targeted at Councils in New Zealand that use the Napier Computer Systems (NCS) Magiq Rates Ledger Module. If you do not use the NCS application, then you can stop reading now.

Answer this question.

Prior to sending out the new rates accounts each year, do you have a realisable concept, of the impact to ratepayers that these new rates will mandate?. If the answer is 'No' then read on.

The problem we are addressing with the Rating Impact Tool is to have a clear understanding of what is the impact to ratepayers on the newly set rates you are proposing to send out this year. The NCS software does not provide you with this information. You may be working in a reactive situation of only realising the impact after all accounts have been sent out and the feedback starts rolling in?

It may be time to start being proactive! What if you knew the following information prior to setting the final adoption of the Annual plan?

  • The average dollar and percentage impact on all ratepayers compared to last year, based on their location (Ward).
  • The median dollar and percentage impact on all ratepayers compared to last year, based on their location (Ward).
  • The highest dollar and percentage impact on all ratepayers compared to last year, based on their location (Ward).
  • The lowest dollar and percentage impact on all ratepayers compared to last year, based on their location (Ward).
  • The number of rateable properties at each location (Ward).
  • The expected amount of rate to be collected this new financial year, broken down by location (Ward).
  • The amount of rates collected last year, broken down by location (Ward).
  • The average rate for each location (Ward).
  • The median rate for each location (Ward).

All the above reports are location (ward) orientated. You can also produce the exact same reports listed above, but based on Use Code. In the NCS Magicq Rates Ledger, the use code is a breakdown of Rate payers into categories like:

  • Commercial
  • Community Services
  • Lifestyle
  • Industry
  • Recreational
  • Residential
  • Rural

The list is quite extensive and different for each council.

The devil is in the Detail

Up to now we have been talking about summary reporting. We also would like the details of who these highly impacted ratepayers are. So all we do is request a detailed report of say the first 10 ratepayer most affected.

In the detailed report for the location or the use code we show:

  • Total Rate Collection.
  • Average Impact ($ & %).
  • Median Impact ($ & %).
  • Total number of properties.
  • Number of Rateable properties.
  • Number of Rateable properties with zero rate charge.

Then for each property we show:

  • Land Value, Capital Value and Hectare for last year.
  • Land Value, Capital Value and Hectare for this year.
  • Land Value, Capital Value and Hectare changes ($ & %) between the two years.
  • The rates charged for the previous 3 years.
  • The proposed rates for the ensuing year.
  • The impact ($ & %) between last year and the ensuing year.

Cost.

The Rating Impact Software costs $8,000 excluding GST for each council. You can install multiple copies of the software within the council network at no extra cost.

After sales Service will cost $1,200 per day. Reasonable disbursements, travel, accommodation and GST are not included in the above.
